Planning at Zimbabwe Open University [ZOU] is comprised of two important components: the planning processes and the actual strategic plan. Planning helps the university determine what it will do and where it will be in the future, and establishes the general plan to get us there. The process and product of planning:
- Articulates our commitments
- Maintains a focus on quality learning
- Engages stakeholders at all levels
- Promotes leadership, collaboration and effective processes
- Promotes priority-driven decisions
- Provides the basis for the allocation of resources
- Prepares the institution for the future
- Provides a basis for determining institutional effectiveness

Planning Unit Mission
The Planning Unit exists to provide foresight and direction to management of the university, that they be empowered with accurate and timely information for proper and informed decision making.
Planning Unit Core Values

- Dedicated to fostering ethical standards and collaboration as partners in management, academia and scholarship.
- The Office of the Planning Unit provides knowledge for strategic decision making in support of the university's coordinate mission and aspiration. The role of Planning Unit is three-fold:
- Create and disseminate information and analysis to improve institutional decision-making and quality, focusing on the goals and objectives associated with Strategic directions.
- Continuously scan the environment to identify key research issues in higher education and their
implications for the Zimbabwe Open University.
- Use research to demonstrate university performance [including the student experience, student
outcomes, student expectations, market performance, and academic performance].
