PROCUREMENT MANAGER (1 POST) – PROCUREMENT MANAGEMENT UNIT

This position is responsible for the overall management of the daily operations of the procurement function of the University. The Manager, Procurement Management Unit, will report to the Accounting Officer

The post will be offered for an initial contract of three (3) years.

MAIN DUTIES AND RESPONSIBILITIES

1.         Developing the University's procurement plan;

2.         Overseeing the procurement process;

3.         Determining the procurement method to be used upon receipt of requests;

4.         Preparing bidding documents and evaluation criteria;

5.         Managing the bidding process;

6.         Managing the evaluation of bids and any qualification negotiations required;

7.         Advising the University Evaluation Committee on tender issues;

8.         Preparing contract documents and overseeing the management of procurement contracts;

9.         Preparing evaluation and procurement reports;

10.        Servicing the University Evaluation Committee;

11.        Supervising staff in the Procurement Unit;

12.        Managing the daily operations of the Procurement Unit

13.        Performing any other duties as assigned by the Accounting Officer.

QUALIFICATIONS AND EXPERIENCE

1.        A minimum of a Bachelor of Business Studies (BBS) or Bachelor of Commerce degree from a recognised university;

2.        Must have a Diploma in Purchasing and Supply from a reputable professional board, such as the Chartered Institute of Purchasing               and Supply (CIPS);

3.        Membership to a relevant professional board such as the Zimbabwe Institute of Purchasing and Supply and/or Chartered Institute                of Purchasing and Supply (CIPS);

4.         Knowledge of Procurement Regulatory Authority of Zimbabwe (PRAZ) procedures and regulations is a must;

5.         Knowledge of Pastel Evolution is an added advantage;

6.         A minimum of three (3) years relevant post qualification experience.
