ZICC and ZOU Set to Seal Landmark MoU Today, Pioneering Inclusive Security Sector Training

Later this morning, a monumental collaboration will be sealed at the Cresta Lodge Hotel in Harare, as the Zimbabwe Independent Complaints Commission (ZICC) and the Zimbabwe Open University (ZOU) formally sign a Memorandum of Understanding (MoU). The ceremony, scheduled to run from 1000hrs to 1115hrs, will mark a strategic commitment to enhancing accountability, transparency, and ethical conduct within the nation’s security services through academic rigour.

The key takeaway from today’s proceedings will be the ground-breaking focus on inclusivity within the security sector. The official program indicates that the highlight of the event will be a compelling presentation from ZICC Commissioner Dr. A. Mataruse. His address will detail “The need and benefit arising from reimagining security sector effectiveness through disability-sensitive training architectures.”

This initiative will leverage ZOU’s extensive educational framework to develop specialized, accessible academic programmes. These new curricula will ensure that members of the security services are professionally equipped to handle public interactions and complaints about human rights sensitivity and impartiality, particularly concerning people with disabilities. This forward-looking approach will be pivotal in rebuilding and sustaining public trust.

The signing ceremony will feature remarks from the top leadership of both institutions, showcasing unified commitment to the partnership’s objectives.

  • ZICC Chairperson Justice W.N. Chinamora is set to deliver remarks that will affirm the Commission’s dedication to fulfilling its constitutional mandate of investigating public misconduct by security services.
  • ZOU Vice Chancellor Professor P.H. Gundani will stress the university’s vital role as a national Open and Distance e-Learning (ODeL) institution, providing the accessibility and flexibility needed to train security sector members across the country’s ten provinces.
  • The event will kick off with Opening and Welcome remarks from the Executive Secretary of ZICC, Ms. Netsai C. Chivake.

Senior Security Sector Commanders, ZICC Commissioners, and ZOU strategic leaders will also be present for the briefing session, signaling widespread institutional support for the MoU before the official signing.

The signing of this MoU will pave the way for a fundamental transformation in security sector’s governance.
