ZOU Inducts 2026 Integrity Committee, Reinforcing Ethical Governance and Institutional Trust

Demonstrating a steadfast commitment to transparency, accountability, and the proactive prevention of corruption, the Zimbabwe Open University (ZOU) hosted its high-level Integrity Committee Induction Workshop on Monday 6 July 2026 at the Cresta Jameson Hotel.

The intensive orientation seminar equipped the university’s newly appointed committee members with critical strategic frameworks to protect the institution’s governance, academic, and administrative ecosystems.

Opening the seminar, Professor T. Njaya delivered compelling welcome remarks emphasizing that institutional reputation relies entirely on absolute ethical standards.

Imagine for a moment a building without a strong foundation. No matter how beautiful or well-designed it may be, without that solid base, it will eventually crumble. In much the same way, our institutions, our communities, and even our personal reputations rest on one essential foundation — integrity.

Professor Njaya unpacked the strict preventative mandate of the committee, clarifying that while it acts as a robust oversight and risk-mitigation framework, it operates as a corruption prevention body rather than an investigative agency.

The training directly aligns ZOU’s risk management with Zimbabwe’s broader anti-corruption roadmap. Key context highlights include:

  • National Milestones: Building upon ZOU’s 2024 Memorandum of Understanding (MoU) with the Zimbabwe Anti-Corruption Commission (ZACC) and the 2025 nationwide roll-out of provincial Integrity Pledge signings.
  • Macro Objectives: Integrating internal systems with the strategic pillars of the upcoming National Anti-Corruption Strategy (NACS II 2026–2030), which targets public procurement and educational sector vulnerabilities under Vision 2030.
  • The Imperative: Presenters underscored that Zimbabwe’s 2025 Corruption Perceptions Index (CPI) score of 22/100 demands intensified internal vigilance across all public universities.

The workshop detailed a strict operational division of institutional corruption risks to guide the committee’s two-year tenure:

  • Administrative Risks: Procurement fraud, abuse of office, and unmanaged conflicts of interest.
  • Academic Risks: Examination fraud, plagiarism, research misconduct, and admission irregularities.

To counter these vulnerabilities, the committee reviewed the university’s comprehensive internal Governance Framework, built from ZACC’s Prevention of Corruption Toolkit, including advanced Whistleblowing protocols and Cyber Security policies, while fast-tracking outstanding Finance and Human Resources Policies.

Appointed to a two-year term, the incoming cohort brings together a diverse, multi-disciplinary cross-section of university leadership to drive institutional compliance:

  • Executive Leadership: Professor Anna Chitando (Chairperson) and Dr. Lazius Kadziya (Vice Chairperson; Regional Director, Mashonaland West).
  • Academic & Financial Oversight: Dr. Godfrey Tsvuura (Dean, Applied Social Sciences), Ms. Mavis Makaza (Deputy Bursar, Finance & Administration), and Dr. T. Kasuso (Legal Partnerships & International Affairs).
  • Operational & Regional Experts: Dr. Sophie Hlatywayo (Lecturer, Educational Studies), Mr. Tatenda Kundishora (HR Officer), Mrs. Sheila Matenderuke (Records Management), Mr. Benny Mutyoraringa (Business Development), Mr. Dominic Satumba (Material Development Unit), Mrs. Cecilia Tigere (Senior Regional Administrator, Harare), Ms. Lea Chinangwa (Chief Secretary, Mashonaland East), Mr. Floyd Chabata (M&E Officer), and Mr. G. Ngavaite (Internal Auditor).

Led by Mr. A. Mangwende, sessions focused on the execution of the university’s Integrity Action Plan, mandating strict quarterly reporting structures to both ZACC and the Risk Management Committee of Council. To ensure transparent disclosure, ZOU actively promotes safe, confidential whistleblowing through its specialized digital Muridzo web platform and dedicated WhatsApp channel.

Delivering the official vote of thanks, incoming Chairperson Professor Anna Chitando lauded the university leadership’s investment in governance and called for absolute, everyday dedication from all staff members.

Invoking an impactful Ethiopian proverb, “When spider webs unite, they can tie up a lion,” Professor Chitando challenged the incoming committee to act as daily champions of ethical culture.

Integrity is not built in a single workshop; it is built in those small decisions made every day, in offices, lecture rooms, and boardrooms, by people who choose to do the right thing even when it is difficult, even when no one is watching.”
