Charting the Future: Day 3 of the ZOU Strategic Planning Workshop Focuses on Performance Frameworks
The Zimbabwe Open University (ZOU) is now translating strategy into action as the third day of its strategic planning workshop focuses on constructing the core architecture of the university’s 2026-2030 roadmap.
Gathered at the Ancient City Lodge in Masvingo, delegates have moved from analysis to the detailed planning of strategic outcomes and outputs. The day’s intensive work follows a morning prayer and a recap session facilitated by the Public Service Academy and Dr. P. Mutanho.

The primary task for participants is the collaborative development of the Outcome Performance Framework for the next five-year period. This critical exercise is dedicated to defining the high-level, long-term results and impacts ZOU aims to achieve, thereby setting the strategic direction for all university activities.
Adding a key perspective, the Director for Performance Management in the Corporate Governance Unit (CGU), Office of the President and Cabinet (OPC) Mr. Kindness Chingombe, outlined the expectations of the Office of the President and Cabinet, reinforcing the need for a shared common vision.

The workshop format is highly collaborative, with various working groups presenting their proposed outcomes in plenary sessions. This process is designed to foster discussion and align the university leadership on overarching goals.
The focus is now sharpening as the workshop delves into the Output Performance Framework. Here, the discussion narrows to the tangible products and services required to achieve broader outcomes. Delegates are engaged in detailed group work to identify key deliverables across all university departments and functions.
Later, these groups will reconvene to report back on their output proposals, ensuring a cohesive and integrated plan. The day will conclude with a forward-looking session on Strategies, Assumptions, Risks, and Mitigation, where participants will chart the path forward and proactively develop plans to navigate potential challenges.
